STEVEN PIFER 

Former US Ambassador to Ukraine

1998-2000

Steven Pifer is a visiting fellow in the Center on the United States and
Europe at Brookings, where he focuses on Russia, Ukraine and arms
control.  He frequently comments in the media on these issues.  He
recently authored "Beyond START:  Negotiating the Next Step in U.S. and
Russian Strategic Nuclear Arms Reductions" and "Reversing the Decline:
An Agenda for U.S.-Russian Relations in 2009," and co-authored "Engaging
Ukraine in 2009," all Brookings policy papers.  

A retired Foreign Service officer, his more than 25 years with the State
Department included assignments as deputy assistant secretary of state,
with responsibility for Russia and Ukraine; ambassador to Ukraine; and
special assistant to the president and senior NSC director for Russia,
Ukraine and Eurasia.  He also served at the U.S. embassies in London,
Moscow and Warsaw as well in Geneva with the U.S. delegation to the
negotiation on intermediate-range nuclear forces.

WILLIAM B. TAYLOR

 

Former U.S. Ambassador to Ukraine

Term of Appointment: 06/05/2006 to 05/23/2009

Ambassador William B. Taylor was confirmed by the U.S. Senate as U.S.
Ambassador to Ukraine on May 26, 2006 and was sworn in on June 5, 2006. 
 
Until February 2006 he was the U.S. Government's representative to the
Quartet's effort to facilitate the Israeli disengagement from Gaza and
parts of the West Bank, led by Special Envoy James Wolfensohn in
Jerusalem. The Quartet Special Envoy was responsible for the economic
aspects of this disengagement.

Prior to this assignment, he served in Baghdad as Director, Iraq
Reconstruction Management Office (2004-2005), in Kabul as coordinator of
USG and international assistance to Afghanistan (2002-2003) and in
Washington with the rank of ambassador as coordinator of USG assistance
to the former Soviet Union and Eastern Europe (1992-2002). 

He previously served in Brussels as deputy defense advisor at the U.S.
Mission to NATO, in Washington on the staff of Senator Bill Bradley, at
the National Defense University and in the U.S. Department of Energy.

As an infantry officer in the U.S. Army, he served in Vietnam and
Germany.

He graduated from the U.S. Military Academy at West Point and Harvard
University's Kennedy School of Government.

MODERATOR: OREST DEYCHAKIWSKY -  Policy Advisor at the Commission on
Security and Cooperation in Europe (U.S. Helsinki Commission), an
independent US government agency.  His responsibilities include Ukraine,
Belarus, Bulgaria and Romania. He also serves as security officer and
liaison with non-governmental organizations at OSCE meetings. 

Deychakiwsky has served as a member of U.S. delegations to numerous
CSCE/OSCE meetings and several dozen OSCE election observation missions
in eight countries. He has authored many Commission publications, and
has appeared at various policy and media forums addressing issues
pertaining to his areas of responsibility. 

Active in the Ukrainian-American community, he is a former president of
The Washington Group, an association of Ukrainian-American
professionals.

Deychakiwsky's education earned him a B.A. from the University of Notre
Dame and an M.A. from Georgetown University in Government and
International Relations.
